By which he means to say that he doesn't think they should choose based one usefulness, because Harper doesn't see either of them as weighing more than the other. Hadama may prefer a more defensive approach, but Harper had not seen that work very well against the Kingmaker, so they are of opposing viewpoints. All the better for them as co-leaders.
